Duplicate Submission and Fraud Prevention
Each field agent carries a submission integrity score (0–100) calculated from four independent signals: biometric failure rate, single-device submission patterns, timestamp clustering, and liveness failure rate. The score cannot be manipulated — a database trigger blocks all authenticated writes to submission integrity scoring.
Biometric Field Verification
Face enrollment on first login. Liveness check plus face match on every receipt submission — confidence threshold of 0.6. No raw biometric descriptor ever stored on the server. PIN fallback when no camera available.
Transaction Trust Scoring
Every receipt carries a trust score (0–100): device signals (25pts), geo-verification (25pts), documentation quality (30pts), grant compliance (20pts), minus biometric penalties. Below 40 = auto-flagged high severity. 40–70 = flagged medium.
Grant Amendment Workflow
Two-stage approval: Finance Manager → Coordinator → Donor. Cryptographically separate tokens per stage. Budget lines update only after donor final approval. No user can approve their own submission. Full immutable audit trail.
Cash Advances and Liquidation
Issue cash advances with amount, currency, due date, and purpose. Track liquidation automatically as approved receipts are linked. Status: issued → partially_liquidated → fully_liquidated → overdue.
Bank Reconciliation
Import bank statements (CSV or Excel). Match transactions to Neithas receipts. System calculates variance and match rate percentage. Eliminates the month-end reconciliation spreadsheet entirely.
